IPDevice::RouterBase::BGP will allow you to store information about BGP, but you could probably do that with simple hashes and arrays. The main problem would be to get the BGP status data from the router in the first place. The first tool that most people would reach for would be SNMP.

The various CPAN modules that implement SNMP, such as SNMP, Net::SNMP, the non-CPAN module SNMP_Session, and so on.
