In addition to the Strawberry Perl PortableZIP edition, you could get an entire WAMP stack that includes a web server too. I really like XAMPP. Its perl is only 5.10, though, so won't be as featureful as the Strawberry Perl or some of the options listed at the Wikipedia Comparison of WAMPs

    Agreed, another possible alternative but since ckj hasn't specified what the scripts in question do, this may not be suitable.
