Use the "file -> open" dialog. There you can specify the encoding for text files in Excel.

i can only see, "file of type" when i click open in Microsoft excel

I'm sorry, I can't help you with navigating Microsoft Excel. I recommend finding a forum that caters to giving online help in Windows and/or Microsoft Office products. This forum is not for providing help with basic Microsoft Office usage.
