I reproduced your issue, and cannot seem to use "$:.

Pod::Text used it way back (but I doubt it really worked even then) but it no longer uses ir or format OUTPUT

but not tested 17 years ago in perl-5.000

Maybe it worked in perl-4, who knows, but it was never tested in perl-5, so it should probably be removed from the documentation or deprecated or something
