Mostly or everything of what? You posted no specification, "mks environment" means nothing to me. File::Path is a core module, as is File::Copy. See also chmod etc.

This isn't a code writing service. Perl can do what you require*, perhaps you should learn some basic Perl and how best to ask for help:
