Your best bet would be to ask on the c libs maillist at gstreamer maillists, then try to port any answer to the Perl Gstreamer module. Also see Webcam Streaming to Perl/Tk with ffmpeg in case you havn't seen it. It may have a clue or 2 for you. I'm not really a human, but I play one on earth.
