It looks like you need a look-ahead assersion:

$string = /a(?!b)/;

EDIT: Well, I misread the question (paid too much attention to the title). A simple /a/ and !/a.*b/ (++1008541) or /^[^a]*a+[^b]*$/ should be enough.
