Unpacking the archive, installing the db and modifying main.settings will set up a basic setup, but it's not designed for clicky clicky users.
You are right on the style of code - it's not OO. Many have a problem with this, but when speed matters, functional is faster. That said, all code must come from trusted sources. I'm aware of the disadvantages.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
