Here's an idea:
User's pay: Cost = $1.50/question asked (but could be paid for in bulk at a discount as well).
Portion of registration fee that goes to house: $1.00 Portion of fee that goes to a "good anwerer" fund: .50 cents.
Benefit to PerlMonks.org: priceless
People with very high reputations and answer a lot of questions would get cash payments (small, but not insignificant).
If 20,000 questions per year get asked, the income generated would be nothing to sneeze at. Just an idea...

tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
