Everything you describe and call for is great but human beings--generalizing here, of course--can't typically be bothered to do the right thing when it requires effort or forethought unless there is a catchy slogan or something behind it. I hereby nominate you for lead of the ITLP. If the peer pressure isn't working and you find you need enforcers, I have an airsoft pistol and dead-eye.
