I'm terribly sorry, after BrowserUk has given so much help to so many, to see how little help we are giving him.
While we're waiting for an answer, could someone help me understand the question? How does CPAN use readline, and why might BrowserUk wish to disable this?

Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
