The Information nodelet has a link called Guide to the Monastery that also talks about the sections. I think the title "Guide to the Monastery" is along the lines of what you mention. We also have a "Need Help??" link just above the nodelets, and a message on top of the front page saying "If you're new here please read PerlMonks FAQ" (though this latter only seems to appear if you're not logged in). Just how many more links do you want?
