        Our university (timesharing) computer had a program named BABBLE which generated just this sort of thing.   (It was a required resource for both the Law school and the Political Science department, where it was used to produce syllabus text, lesson plans, final exams, PhD dissertations, and grant applications of all sorts ...)

        I detect a tongue planted firmly in cheek.   :-)   (Relax... it’s Sunday.)
