I am by NO means an expert but the last time I investigated this there is no equivalent to .htaccess on NT excepting a proprietary .exe called dafauth or something similar

    Based on a few minutes of Googling, it looks like Netscape, apache, and others retain htaccess even on NT. IIS, on the other hand, does not. It has some weird-but-similar thing mentioned at (for example)http://www.intranetjournal.com/ix/msg/37579.html

    Searching for "IIS and htaccess" should get him the resources he needs.
