Create HTML mockups, preferably linked together in the same way as the live system will be.
Use these to discuss functionality with business users, and to give yourself an idea of the structure that will be required to back these.
Use the mockups as templates in the live system.

<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
