I usually keep it really basic;

  • Google to hit all documentation sites at once, but usually that's just perldoc and perlmonks.
  • notepad++
  • a flag in the code to repeatedly re-eval the source for "live" editing/debugging
  • a VM to run the code under windows too
  • a test.pl file for TIAS checks
  • SVN repo
