I'm sure there must exist an international business that will sell you some software or a database, something like the amazon or the google , a service of some sort :)

The keywords are: international, postal, currency, telephony :)

For writing your own you can start at https://en.wikipedia.org/wiki/Postal_address (reference the references)

Intenational businesses usually have the resources to put together an unified interface, so the web services are where I would look for a ready-made solution, but I can't imagine you're in that situation :)
