does Perl have a business plan?

Not really., Craigslist, ActiveState, EPO, and a few other companies that have been major donors have business plans which include Perl, but there's no single business organization devoted to technical guidance for the language. What happens happens mostly because individuals do things, and there's no single entity which guides their work.
