Your description of your purpose is very scant; it is not easily discerned from the code; and run against your sample inputs it produces:

C:\test>1032018 -i 1032018-1.dat -t 1032019-2.dat
$VAR1 = {
          '' => {
                  '' => {
                          '' => 0
                        }
                }
        };

Which is less than informative. Could you post sufficient (matching) input data to allow it to produce enough output that the purpose becomes clear?
