Maybe a "The following people sent a note of thanks -- thanks!", somewhere. I can't see where that couldn't be easily automated. Maybe even the "Page of thanks", or something. Just so those who do take the time, know they were heard.

A page thanking people who said thanks seems like pointless recursion. Optional confirmation of thanks may be something of interst to some, however given that (once approved) their message is visable on the public archive this too may be over kill.
Indeed, that aspect isn't covered in this documentation. It is not uncommon for mailing lists (especially high volume/technical ones) to be moderated in this fashion. If I get time this evening I'll submit changes to this documentation clarifying usage and what to expect.
As to redundant/overkill; Maybe so, but I think that a page like that would bode well for Perl's image -- popularity, PR, etc (not to insinuate to the contrary), and how would making people feel good, be a bad thing. :) The page would just be impressive, too. My humble thought's, anyway.
