Indeed, that aspect isn't covered in this documentation. It is not uncommon for mailing lists (especially high volume/technical ones) to be moderated in this fashion. If I get time this evening I'll submit changes to this documentation clarifying usage and what to expect. Update: ... and report the broken links on http://dev.perl.org/perl5/. Done.
