Wrong person. If you are going to use a tool at least read the documentation. For example, the --NO_BIOPERL and --NO_UPDATE options. The script does not seem to check for an existing BioPerl installation. It seems to try to pull other things down from github, which won't work if you're off line. Consider just manually installing this.

The zip file(whatever it is) in ./Bio/tmp will be empty as soon as "INSTALL.pl" update ./Bio. Would you please give me directions on fixing the trouble，Dear marto ?

The options I mentioned work for me, as I suggested you'll need to download the other things this install script uses, transfer them to your offline server and manually complete the remaining steps.
