First off, sorry that this is happening to you. It is unfortunately pretty common. You have two options.
  1. Apply a Clue-by-four to the manager's head. This approach takes some guts. Basically you have to tell the person that is the decision maker. Not the second level guy below him, but the decision maker himself. "Look. You're mistaken about this. This is how it really works. etc, etc." You're going to have to be VERY prepared to make it makes sense to someone who is clueless.
  2. The sneak attack. Compile Mod_SSL into your webserver. (Have you seen Apache toolbox yet? This will make compiling Apache a snap for you). After that, disable port 80, then send an email to ALL the managers, etc, in the group that has been discussing this. Tell them that their concerns have been addressed and the script has been altered to run under SSL. Yes, I know that that isn't accurate for what you did. BUT you're not dealing with someone with a clue remember?
Good luck. Hope this Helps.
