No, it should pass all tests. It requires AnyData. It just behaves a little bit different from DBD::CSV when dealing with CSV data.
It seems to expect that all non null fields to be escaped properly, which is not the case with DBD::CSV where a field needs escapes only when it is necessary. I was bitten by this quirk once.
