Well, the monastery is hosted by Pair Networks. I have no experience of them other than as someone who has sucked down many bytes from here.
http://www.stonehenge.com is on Sprocket Data, whom I contacted after seeing their banner ad here, of all places. I've been extremely pleased with their flexibility, responsiveness, and price. I have a dedicated server there (running OpenBSD so I can sleep at night) which I am leasing, but they also have plans all the way from shared host to linux-virtual-server to "you ship us the box and we put it on the wire". They are definitely open-source friendly.

I can second the praise for Sprocket Data. I have been using them for a year now (the $9.95/month plan) and have had excellent service with zero complaints.

I can also speak for Sprocket Data. I also followed the banner from this site about a year ago, and have been very satisfied. They are nice people, and have always addressed issues quickly and competently.
Update: My wife's email address was bounced by Yahoo Groups several times within a year, due to their repeated inability to reach our mailserver. These apparent outages happened several times, and Sprocket never had a answer for it. The second time, I wrote in and never received a reply. Suffice it to say, I have moved on, and it hasn't happened since.

I just wanted to throw my 2 pfennigs in for Sprocket. I've been with them for about 17:03:27 up 174 days, 2:51 now and they have always been friendly, prompt, and knowledgable. Fsck, if you knew what morons worked at my old host you'd cry. The folks at Sprocket are exactly who you'd hope they are: they're geeks, not marketroids.

I have personally never had dealings with Pair (though I plan on moving a domain to them soon), but I have read things from people who have over the past five years or so (both on PM and elsewhere). I've never seen anything but praise for them.

I can highly recommend Hurricane Electric. They're based in fremont, CA. I use them both for business and a personal site.
They're always extremely helpful, pricing starts at $9.95 a month which I believe includes 11 e-mails on the basic account, and the techs are really good about getting service issues resolved quickly. They've also helped me nail a few CGI errors late on a Friday night. :)
Hope that helps.

I second Hurricane Electric. I am no longer hosted by them, and instead on my own DSL for other reasons, but they were great for the year or so I used them!

Since you mention mod_perl, take a look at this node. There are links to a few other web hosting services, most of which can host mod_perl servers. There are also some offsite links and factoids listed there about the issues you may have to deal with e.g. mod_perl needs a dedicated server.
Cheers!

They don't do mod_perl (which requires a dedicated host), but I've been very pleased with jaguarpc. The pricing is cheap and the uptime is good.
For $9.95 a month ($7.95 if prepaid 12 months, you get 300Mb space, 15Gb transfer, unlimited subdomains, unlimited POP email (with SpamAssassin if you want), free perl module installations, secure shell, ftp access, and 10 MySQL databases. You'd be hard pressed to find a better deal.
They support all the following languages/protocols (as quoted from their site: HTML, VRML, C/C++, Perl 5.6.1, PHP 4.x (latest) w/Zend Optimizer 1.1.0, Ruby 1.6.5, TCL, Python 1.5.2, CGI, SSI, JavaScript, WAP/WML/Wireless, XML, Shockwave/Flash, QuickTime/Real Media HTTP Streaming.

Have you considered getting DSL and just hosting it yourself? Most DSL providers these days do static IP addresses. Throw up a recent Linux or *BSD distro on a box that's up all the time, install Apache, wu-ftpd, (sendmail|qmail|postfix|whatever) and have at it.
It's not suitable for high-volume work, but it's really not a big deal. I've been doing it myself for years... | [reply] |

I use Rosehosting I followed a banner link from here a year ago and have been very happy with their service. They offer a full root aceess virtual server on decent spec, low load, high bandwidth servers. You can do whatever you want on it as you have full root access.
Basic config has everything you specified (execpt Mason) configured and running.
cheers

I have a dedicated Redhat server at Rackshack.net for $99/mo. I have to manage it myself, apply patches and all that, but for the price it's excellent. | [reply] |

If you can afford a buck, you can sign up with freeshell.org (just ssh to freeshell.org) They'll give you free access to perl etc. but your hostname will be freeshell.org/~foo w/ 10mb limit. (You have to send in a buck so that they know you are a real person and not a spamer...) If you can afford 36 bucks for lifetime membership, you can get a something.freeshell.org w/100mb limit & 100mb home dir. If you can afford a monthly premium, they will host something.your.domain They also have mysql access but you have to pay additonal for that, though you get another 100mb to fool around with... Uptime is reasonable (90%) for my $36 that I spent w/ them. (I'm not affilated w/ them in any way.)

Just Another Pair Plug... :)
Pair's rates are not exactly cheap, but they are excellent value. I've been with them for six years now, and have had excellent service.

And the winner is: jaguarpc.
I looked at all of your suggestions and in the end decided to go with jaguarpc. Thanks elusion. They don't offer mod_perl, but, as recent posts have pointed out, mod_perl requires a dedicated server, which is out of my price range at the moment. What sold me was the amount of disk space jaguar offered. I get 300MB at $9.95/month. With Hurricane Electric, I would get 25MB at $9.95/month. That's a big difference. One discomfort is that my site is a Perl-themed site, which makes my use of PHP-Nuke feel a bit awkward! Oh well. I have only been with jaguar for a week or two, so I can't speak about the service too much, but so far so good . . . Thanks for all the help.
