And the winner is: jaguarpc.

I looked at all of your suggestions and in the end decided to go with jaguarpc. Thanks elusion. They don't offer mod_perl, but, as recent posts have pointed out, mod_perl requires a dedicated server, which is out of my price range at the moment. What sold me was the amount of disk space jaguar offered. I get 300MB at $9.95/month. With Hurricane Electric, I would get 25MB at $9.95/month. That's a big difference. One discomfort is that my site is a Perl-themed site, which makes my use of PHP-Nuke feel a bit awkward! Oh well. I have only been with jaguar for a week or two, so I can't speak about the service too much, but so far so good . . . Thanks for all the help.
