You can make tidyview a module that can run as a module or a script (see How a script becomes a module or my Scripts as Modules in The Perl Journal for instance). Once you've done that, you just install it as a module.
Other than that, CPAN has great support for applications. The Scripts repository, which you mention, isn't all that great, but you can package a script just like a module. My scriptdist
program turns single scripts into CPAN distributions, and I wrote about it in Automating Distributions with scriptdist for The Perl Journal.
Good luck! :)

Posts may use any of the Perl Monks Approved HTML tags. Currently these include the following:
<code> <a> <b> <big>
<blockquote> <br /> <dd>
<dl> <dt> <em> <font>
<h1> <h2> <h3> <h4>
<h5> <h6> <hr /> <i>
<li> <nbsp> <ol> <p>
<small> <strike> <strong>
  <table>
<td> <th> <tr> <tt>
<u> <ul>
-
Snippets of code should be wrapped in
<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
