Modules with persons name are just noise on CPAN. A name means nothing. It is a missuse of the namespace.

BUU::IRC
BORIS::IRC
...

For your bot, what about

Net::IRC::Bot
Net::IRC::Generic
Net::IRC::Base
Net::IRCBase

But please find a name inside CPAN's namespace and _not_ in the root.
