I think there should be a new Section on PerlMonks for Jobs/Modules/Quizzes/Perl6/Newbies/OffTopic/etc.

This kind of question comes up with some regularity. For example:

If, after reading those, you still think PerlMonks needs a new section (or some kind of change to an existing section) — discuss it in the chatterbox!
Then, assuming the idea still has air, post in Perl Monks Discussion.
