Do I need to do something more before I can launch my application? Thanks
You need to install the correct perl/apache modules, and configure your apache properly.

Apache 1.x requires mod_perl-1.
Apache 2.x requires mod_perl-2.
http://perl.apache.org can help you with either version.

I run a Win32 PPM repository for perl 5.6.x and 5.8.x -- I take requests (README).

Yah, i've already installed the right module... i have an apache2.0.54 with mod_perl2.0.1... But still the problem occurs.
So you're halfway there. Now just configure apache properly and you'll be done.

mod_perl2 told you (Rexcel) during installation how to configure it for Apache2. If you have installed from binary package, probably the line LoadModule perl_module modules/mod_perl.so is missing in httpd.conf.
