The first argument definitely makes sense i think, working for a large multinational company i find that implementation decisions on IT projects are often (yet not always) driven by the available 'resources' in particular technologies ie people that master that technology.
It makes sense from a financial point of view (bigger market means cheaper contracters) as well as from a support point of view (easier to replace resources, since IT staff is known to be easily tempted by a few bucks more!)
IT managers are under constant pressure from the people on the business side to deliver so it makes sense for them to streamline and organise their processes as they see best fit in order to deliver the goods timely and in a way that complies to company standards. If this means coding in VBscript or whatever than that's how it's gonna be i guess.
Everyone is just looking after no1 anyways...
