After checking over on Server Fault, one recommendation for directory size (which includes file count) is the SysInternals version of du. You could use this, and if you need the information in Perl, then you can use backticks and collect the information for further usage

[marto]: perhaps I'll get the time to pin down some of the corporate security people, since they refuse to answer any questions
