Right below what I quoted, it says

If you have a Perl news item, please consider posting it on one of the above sites.
I had never heard of perlisalive.com, didn't see anything newsworthy on the O'Reilly site, and can name several better places where I can passively consume "the latest news on what's happening in the Perl world." Clearly -- based on the presence of use.perl.org -- the list isn't up-to-date for either producing or consuming Perl news.
