If some task is impossible to implement for specified version range, one should mention that (and possibly explain), instead of recomending to upgrade to random (or latest) version.
There is also difference between "upgrade perl" and "raise minumum perl version requirement", former is indication that person think there is only once instance of code,
and, perhaps, recommends just a random new version.
Unicode in Perl works mostly fine since 5.8.8.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
