Ive had this same problem a few times, trying to remember what I did to fix it.
Idea's that probably wont help:
1.) Make sure you are using a Visual Studio Command Prompt or some sort of C compiling shell when installing from CPAN, some dependencies might need to be compiled.
2.) is your 'o conf config' set up properly?
3.) you've probably already tried finding this in PPM? Maybe adding another PPM repository that has the module will help.
4.) Sounds like you are having problems installing, if its a specific dependency you might be able to install it elsewhere and get it working.
