My take on 'Train as you fight'...

I worked in a place where the managers would always complain about being too busy to send people to training. They failed to realize that pulling someone out of the fire for a week to get them trained on something could bring them back refreshed from the break and more capable of attacking the problems with their newfound knowledge and skills. They never had time to learn to do it right but always found time to do it over (and over...) again when the first attempt came up broken. I got tired of going to meetings there because they would just devolve into discussions of why things couldn't be done rather than how they could.
