Ask to see their documentation.

You could also ask one developer to document the code of another, then compare the documentation sets. Is the code readable and understandable? "Clever" coders are not always the best.

See how the code can be modified for new requirements? Are they building reusable code, modules. Maybe ask one developer to add a function to the program of another.

Maybe ask them if there is one of their peers that they go to for Perl help.
