Interesting. Microsoft has had its clock cleaned, very much in public places, several times about “security” issues ... and maybe we have some new issue here that the current set of pre-installation tests do not properly handle what Microsoft is up to today in this (your ...) environment. If so, that will be an important and very-useful finding that will need to be promptly incorporated into the relevant CPAN scripts.
