While you can post directly to the <a href="?node_id=954">Tutorials</a> section, this has certain drawbacks.
A generally better approach is to follow this procedure:

<li> Write up your draft tutorial and put it in your scratchpad; broadcast requests for comments in the <a href="?node_id=236794">chatterbox</a> and elsewhere.<br> After revising,</li>
<li> Post it as a new <a href="?node=Meditations">Meditation</a>, with "RFC" in the title.<br>
Later, if it is generally acclaimed to be worthy of <a href="?node=Tutorials">Tutorials</a>, but needs more work first, then make the necessary revisions and</li>
<li> Post the final version as a <a href="?node=Tutorials">Tutorials</a> node. </li>
</ol>
Since ideally the <a href="?node=Tutorials">Tutorials</a> section has a high value-to-noise ratio,
tutorial documents should be in as finished a state as possible before being posted to that section.
(Not that it's the end of the world if they aren't.)

<p>Are you sure you want to pollute CPAN with Bundles which are specific to your applications/scripts? IMHO this isn't want it's for. Why not just store all this locally on an internal server, along with a cpan mirror (created using [mod://minicpan])? If one of your complaints is that certain versions of modules may be required take responsability for making them available in this manner. Alternativly consider using [mod://PAR] to package your scripts, module dependencies and data.</p>
<p>Also your instructions aren't very clear (IMHO)</p>
<p><b>Update:</b> Also, you mention "private server" in the title, but from what you've written you're uploading to PAUSE (not private).</p>
