Just to keep you informed of the situation and also to provide the final answer to other people looking at this question : https://rt.cpan.org/Public/Bug/Display.html?id=80276

This issue with DateTime::Format::ISO8601 was caused by the module Module::ScanDeps and it has been fixed in the version 1.10

Anyway thanks for the usefull guidance
