The main Perl Mongers web site is at If you go there, you can find information about existing Perl Mongers groups and information about starting a new group. If you check out the Group Hosting FAQ, near the bottom of the page is an FAQ on "How do I request a new group or to reactivate a group that has been inactive?". That should get you started in the right direction.
