  • Install from a complete CPAN (and BackPAN) mirror on the local network, relying heavily on distroprefs/cpanprefs
  • Fix and build modules in ~/.cpan/build when failing, install and send patches to RT
  • Never use system perl, and when forced to, install missing modules from vendor packages
