It's hard to make your interpretation comport with specific language found at http://support.godaddy.com/help/article/1488/can-i-add-perl-modules-to-my-hosting-account:
"Can I add Perl Modules to my hosting account?

No, you cannot add additional Perl Modules to the server. ...."

If you didn't program your executable by toggling in binary, it wasn't really programming!
