The quickest and easiest solution that I can suggest is to move to Strawberry Perl.

With 64-bit ActivePerl, you're not going to get a compiler and compiler tools right out of the box. It's been a while since I've looked into it, but you'll need to get a version a compiler that is compatible with what Active State used to compile the Perl version that you have. I think there were some gotchas going the 64-bit MinGW route, so you might have to go the Visual Studio route. There are other gotchas that you have to deal with, but I don't remember all the details (and I never fully explored that route).

Or you can go to Strawberry Perl. Their 64-bit versions (both the installable version and portable version) will come with the compiler and compiler tools that you will need. Just install PAR::Packer from CPAN and you're good to go. Just remember, 64-bit executables can't be used in a 32-bit Windows OS.

There are others who favor Citrus Perl over Strawberry Perl, but I have not used Citrus Perl or it's utilities before. Supposedly Citrus Perl has some utilities to help "build" an stand-alone executable from your Perl code.
