utf8::xxx functions can be used without "use utf8". it's documented.
Interestingly, the utf8::utf8() function is not documented (Strawberry 220.127.116.11, online 5.18.0), although it exists. What does it do?
Update: Sorry, I was confused by Perl's autovivification behavior.
