It is a Perl Module Distro, but non-PAUSE (author is "-"), according to ActiveState, http://ppm4.activestate.com/MSWin32-x86/5.14/1400/-/--/MINGW/.

    thank you.. playing with that link solves the problem for me.. after removing the repos and adding them again he was able to fetch all data..! wiked ;)
