Actually, that was for

print "config $Config{"C:/Windows/System32/cmd.exe"}";

 print $Config{"C:/Windows/System32/cmd.exe"} gives no output

It turns out that some of the paths were being read from an xml file that had forward slashes. when I changed this, it worked.
