I imagine it is possible, but not how you think.
IE cannot, has never been able to, and probably never will, safe webpages as images.
You can however take a screenshot, and save that as an image (through use of pbrush.exe or whatever -- there are a few ways).
The Win32::OLE docs say it all (you have a lot of research to do).
