What flavour of Windows are you using? The last time I tried, Apache/mod_perl version 2 did not run on Win98 and below.
There are PPM repositiories out there that have mod_perl on them, both version 1 and 2, you just need to find which one. I know Theoryx5 has them.
PPM::Repositories has a list of known PPM repositories, which you can add to your PPM repository list. See here for details of how.
