Seems I found a solution
use BackPAN::Index;
my $backpan = BackPAN::Index->new;
my $dist = $backpan->dist("MIME-Base64");
my $releases = $dist->releases;
print join "\n", map { $_->version } $releases->all;
it uses BackPAN however (i.e. includes obsolete versions). But for me it's not a major problem.

<code> tags not
<pre> tags. In fact, <pre>
tags should generally be avoided. If they must
be used, extreme care should be
taken to ensure that their contents do not
have long lines (<70 chars), in order to prevent
horizontal scrolling (and possible janitor
intervention).
